***Applicable Requirements***

First, Scope of application

1. These conditions are applicable to use SDA domestic transportation ticket to issue, display the SDA flight code, and domestic air transportation carried by SDA; Use SDA domestic transportation ticket to issue, display SDA flight code, but domestic air transportation carried by other airlines; Domestic air transportation carried by Shandong Airlines that has signed a RBD sales agreement or reciprocal agreement with Shandong Airlines, and issued with other airlines' domestic tickets.

2. The change and refund handling fee charges (new standards) listed in these conditions apply to domestic tickets with travel dates on or after January 01, 2025.

3. For domestic tickets with travel dates before January 01, 2025 (excluding), if a change is made to a travel date on or after January 01, 2025, resulting in the issuance of a new ticket, the revised change handling fee charges (new standards) listed in these conditions will apply for subsequent changes.

4. For domestic tickets with travel dates before January 01, 2025 (excluding), the refund handling fee charges will follow the previous standards (old standards) applicable before January 01, 2025.

5. For detailed refund and change rules, please refer to the following "Individual Passenger Refund Requirements" and "Individual Passenger Change Requirements".

Second, General rules

1. Sales units must strictly adhere to the principle of matching prices with RBDs and are not allowed to sell high RBDs at low prices.

2. Domestic tickets are priced transparently and the actual ticket price must be filled in at the time of sale, rounding to the nearest whole number in RMB, with the ticket price amount rounded to the nearest ten yuan. The specific price is based on the automatic calculation result of the sales system.

3. For round-trip and connecting flights, RBDs can be combined for use, and the usage conditions will be based on the corresponding RBD for each specific flight segment.

4. For all fares that meet the fare conditions, the fare conditions will be given priority. If not specified, the "General Conditions of Carriage for Passengers and Baggage of Shandong Airlines Co., Ltd." shall apply.

5. When selling domestic tickets, sales units must inform passengers in advance of the fare usage conditions to avoid complaints.

6. In these conditions, "flight departure time" refers to the scheduled departure time stated on the ticket. "7 days before flight departure time" refers to 7x24 hours, which is 168 hours. Both "7 days before flight departure time" and "4 hours before flight departure time" are accurate to the minute. For example, for a flight scheduled to depart at 12:10 on June 8, 2025, the time point corresponding to "7 days before flight departure time" is June 1, 2025, 12:10; the time point corresponding to "4 hours before flight departure time" is June 8, 2025, 8:10.

7. Change and refund handling fees, as well as fare differences, are calculated based on the corresponding ticket prices for each flight segment. Change and refund handling fees are rounded to the nearest whole number in RMB.

8. The "NOSHOW" or "OFLK" designation on the ticket can still be used as a criterion for judging before and after the flight's departure. The "OFLK" designation indicates that when a passenger has completed check-in but fails to board and has not canceled the check-in process, the ticket will be marked with "OFLK" (including check-ins done at the airport, website, app, etc.).

9. The refund, change and endorsement rules for special products and special fares will be implemented according to the specific product rules. 

***Passenger***

Children, infants, revolutionary disabled military personnel, and public service-disabled police officers' discounted fares and change/refund policies:

1. Infants are charged 10% of the adult regular fare (full fare for J/G/Y) and are allowed voluntary changes of carrier (endorsement). No handling fees are charged for voluntary changes and refunds.

2. Children (including unaccompanied children) are charged 50% of the adult regular fare (full fare for J/G/Y) and are also allowed to purchase other fares beyond 50% discount. The fare category for children at a 50% discount is JCH50/GCH50/YCH50. If a child ticket is accompanied by an adult, voluntary changes of carrier (endorsement) are permitted. If the child ticket is not accompanied by an adult, voluntary changes of carrier (endorsement) are not allowed. If a passenger requests a voluntary change of carrier (endorsement), it can be handled as a voluntary refund, and no handling fees are charged for voluntary changes. The refund policy for voluntary refunds is the same as that of an adult ticket in the same class.

3. Revolutionary disabled military personnel and public service-disabled police officers, with valid identification, are charged 50% of the adult regular fare (full fare for J/G/Y). The fare category for revolutionary disabled military personnel and public service-disabled police officers at a 50% discount is JGM/GGM/YGM/JJC/GJC/YJC. They are allowed voluntary changes of carrier (endorsement), and no service fees are charged for voluntary changes and refunds.

4. For children (including unaccompanied children), revolutionary disabled military personnel, and public service-disabled police officers who purchase tickets of other fare categories not covered by the above-mentioned discount policies, the refund and change fees shall be executed according to the refund and change handling fee standards of other fare categories.

5. Besides the change and refund handling fees, other change and refund rules shall be executed as follows: "Individual Passenger Refund Requirements" and "Individual Passenger Change Requirements".

***Booking rules***

Reservation and Ticketing

1. Purchase tickets for children (including unaccompanied minors), revolutionary disabled servicemen and people's police disabled in the line of duty with 50% of the ordinary fare, and the fixed RBD is J/G/Y class; Children (including unaccompanied minors), disabled revolutionary servicemen and people's police disabled in the line of duty are allowed to purchase tickets below 50% (not included), and the reserved class and fare category shall be subject to the display in the sales system.

2. For the purchase of an infant ticket with 10% of the normal fare, the class of service and the class of reservation must be the same as that of the accompanying adult. For example, if the adult ticket is economy RBD Y class, the infant ticket must also be economy RBD Y class.

3. For tickets with accompanied minors purchased at 50% of the normal fare, the service class of the RBD must be the same as the service class of the accompanying adult. For example, adult tickets are economy RBD B class, and child tickets can be booked in economy RBD B class but not business class seats.

4. Time limit for ticket issuance: subject to the information displayed in the reservation record.

5. Open ticket: forbidden, must reserve a seat to issue a ticket.

6. Fill in the "Q/Change Refund handling fee" restriction conditions in the "Endorsement" column of the J/G/Y class full-fare tickets, revolutionary disabled servicemen and people's police disabled in the line of duty, and fill in the "Q/No endorsement/change refund handling fee" restriction in the "endorsement" column of other non-full-fare tickets.

 

***Group requirements***

Group fares and changes, refund rules

(I) Please consult the local sales agency of SDA for group prices and refund and change charges.

(II) Voluntary change of group passengers: Voluntary refund for group passengers.

(III) Rules for voluntary refunds for group passengers:

1. For RBD T/L/P/N/K group tickets, only refund fuel surcharges and airport taxes.

2. For RBD other than T/L/P/N/K, the calculation standard for group (full or partial) passenger ticket cancellation fee is handled according to the following provisions. The cancellation time of the confirmed seat is based on the flight departure time on the ticket.

For cancellations made 5 days (120 hours, including) before flight departure, a 30% cancellation fee will be charged;

For cancellations made within 5 days (120 hours) of flight departure, 1 day (24 hours, including) before departure, a 50% cancellation fee will be charged;  

For cancellations made within 1 day (24 hours) of flight departure, including departure, a 100% cancellation fee will be charged;

For cancellations made after flight departure, a 100% cancellation fee will be charged.

3. Rules for cancellation of single trip tickets for group travelers

The cancellation fee will be charged according to the cancellation time of the confirmed seat and the corresponding ticket face value.

4. Rules for cancellation of connecting/round trip tickets for group

4.1 For all unused tickets:

For non-unified fare: The cancellation fee will be charged separately for each segment according to the cancellation time of the confirmed seat for that segment and the corresponding ticket face value.  

For unified fare: The cancellation fee will be charged according to the cancellation time of the confirmed seat for the first segment and the full ticket face value.

4.2 For partially used tickets:  

For non-unified fare: The cancellation fee will be charged separately for each segment according to the cancellation time of the confirmed seat for that segment and the corresponding ticket face value.

For unified fare: Deduct the published single trip RBD Y ticket price for the used segment(s) from the full ticket face value. If there is a remaining balance, charge the cancellation fee according to the cancellation time of the confirmed seat for the unused first segment and the remaining balance. If there is no remaining balance, only refund fuel surcharges and airport taxes.

5. For domestic route group who voluntarily cancel tickets, if there is a conflict with the domestic fare usage conditions, the contents of this notice shall prevail.

6. Involuntary changes and involuntary refunds for group passengers: no handling fee will be charged.

 

***Refund Requirements***

Individual passenger refund requirements

(I) General rules

1. The refund handling fee is calculated according to the face price of the corresponding flight segment, in RMB yuan, and the tail number is rounded to a single digit.

2. A refund handling fee will be charged for the applicable time period according to the cancellation time of the unused flight segment and the departure time of the flight listed on the ticket.

3. Partial use of ticket refund rules: refund after partial use of the ticket, deduct the face price of the used flight segment, according to the cancellation time of the unused flight segment from the flight departure time listed on the ticket, charge the refund handling fee for the applicable time period, and refund the balance to the passenger.

4. Refund rules for exchange tickets: If passenger applies for a refund after January 01,2025 (inclusive), the refund handling fee will be charged according to the cancellation time of the exchange ticket and the price, class and charging standard of the original ticket. That is, according to the cancellation time of the unused flight segment of the exchanged ticket and the departure time of the flight listed on the exchange ticket, select the applicable time period, and calculate the refund handling fee according to the refund handling fee standard and face price of the corresponding flight segment and class of the original ticket (i.e. the first ticket); Full refund of the fare difference for the unused flight segment charged at the time of ticket exchange; The change fee charged is non-refundable.

5. The NOSHOW or OFLK indicators on the ticket can still be used as the basis for judging the flight before and after departure.

6. The refund and change rules for special products and special tariffs shall be implemented in accordance with the specific product rules.

7. When passengers process ticket refunds within the time limit stipulated in the <General Conditions of Carriage for Passengers and Baggage of Shandong Airlines Co., Ltd.>, the unused airport construction fee and fuel surcharge will be refunded together.

 

(II) Refund rules for round-trip unified fares

"For round-trip unified fare (referring to a journey from one place to another and then returning to the original departure point, with the round-trip fare being less than twice the one-way fare), if a ticket is partially used and a refund is requested, half of the round-trip unified fare will be deducted from the ticket price, and the remaining balance will be handled according to the corresponding RBD's refund policy."

 

(III) If a ticket voluntarily endorsed to another air carrier applies for a refund, a refund handling fee will be charged in accordance with the refund rules of the endorsed Shandong Airlines flight.

 

(VI) Voluntary refund handling fee standard

   2) From 7 days before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 5% of the actual ticket price will be charged.

   3) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 10% of the actual ticket price will be charged.

 

2. For RBD G (premium economy class) and Y (economy class) regular fares:

   1) 7 days before the flight departure (inclusive): No refund fee within the ticket validity period.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 5% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 10% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 15% of the actual ticket price will be charged.

 

 

3. For RBD C/D/Z/R (discounted business class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 5% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 10% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 15% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 20% of the actual ticket price will be charged.

 

4. For RBD B/M/U (discounted economy class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 10% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 15% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 25% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 30% of the actual ticket price will be charged.

 

5. For RBD H/Q/V (discounted economy class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 10% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 20% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 35% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 45% of the actual ticket price will be charged.

 

6. For RBD W/S (discounted economy class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 20% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 30% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 65% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure (exclusive) to after the flight departure: A refund fee of 70% of the actual ticket price will be charged.

 

7. For RBD E (discounted economy class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 10% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 15% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 25% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure to after the flight departure: A refund fee of 30% of the actual ticket price will be charged.

 

8. For RBD T/L/P/N/K (discounted economy class) fares:

   1) 7 days before the flight departure (inclusive): A refund fee of 20% of the actual ticket price will be charged.

   2) From 7 days before the flight departure (exclusive) to 48 hours before the flight departure (inclusive): A refund fee of 40% of the actual ticket price will be charged.

   3) From 48 hours before the flight departure (exclusive) to 4 hours before the flight departure (inclusive): A refund fee of 70% of the actual ticket price will be charged.

   4) From 4 hours before the flight departure to after the flight departure: A refund fee of 75% of the actual ticket price will be charged.

 

(V) Involuntary refunds: No refund handling fee.

 

***Change Requirements***

Individual passenger change rules

(I) General rules

1. Change refers to changing flight schedules, flight dates, class of travel, carriers, etc.

2. Voluntary changes require a new fare calculation, and the fare difference is calculated according to the face price of the corresponding flight segment; If there is a fare difference, it will be charged at any time.

3. A change fee for the applicable time period will be charged according to the cancellation time of the unused flight segment and the departure time of the flight listed on the ticket.

4. When changing the ticket, if the seat is cancelled to become an OPEN ticket first, and then the seat is rebooked, the fare must also be recalculated, and if there is a fare difference, a supplementary fee will be charged, and a change handling fee will be charged.

 

(II) Voluntary changes to flights and/or dates

The fare needs to be recalculated, and if there is a fare difference, a change handling fee will be charged.

 

(III) Voluntary change of RBD

1. Downgrade the RBD (including changing the RBD of the same service class from high to low and downgrade the class of service in different service classes), according to the voluntary refund, repurchase a new ticket. For example: Y changed to W, M1 changed to V, E changed to Y, J changed to Y, C changed to V1 etc. Changes from Premium Economy Class G to Economy Class Y can be made as voluntary.

1If the flight and date of the ticket remain unchanged, and the new ticket price is equal to or higher than the original ticket price, only the difference in fare will be charged, and no change fee will be applied. If the new ticket price is lower than the original ticket price, the difference will not be refunded (the new ticket will be manually filled with the original ticket price), and no change fee will be charged, or the ticket may be processed as a voluntary refund.

2If the flight and/or date of the ticket are changed, the ticket price will be recalculated, and if there is a fare difference, it will be charged along with the change fee.

2. Upgrading of RBD (including upgrading from a lower RBD to a higher RBD within the same service class, and upgrading from one service class to another):

   1) If the flight and date of the ticket remain unchanged and the RBD is upgraded, only the difference in fare will be charged if the new ticket price is equal to or higher than the original ticket price, and no change fee will be applied. For example, if S is upgraded to G, or M1 is upgraded to R, etc. If the RBD is upgraded from a lower to a higher within the same service class, the ticket price will be recalculated, and if there is a fare difference, it will be charged along with the change fee. For example, if S is upgraded to V, or Q1 is upgraded to M1, or H1 is upgraded to Y, etc.

   2) If the flight and/or date of the ticket are changed, the ticket price will be recalculated, and if there is a fare difference, it will be charged along with the change fee. For example, if U1 is upgraded to Y, or B is upgraded to C, or R is upgraded to J, etc.

3After upgrading the cabin class, the change fee will be based on the new cabin class.

4If the new fare is lower than the original fare when upgrading the cabin class, voluntary refund and repurchase of a new ticket will be processed.

3. Changes to the same RBD (such as M to M, M1 to M1, M1 to M, C to C, etc.), need to recalculate the fare, if there is a fare difference, passenger needs to make up the fee, and the change handling fee will be charged. If the new fare is lower than the original fare, the difference will not be refunded (the original fare is filled in manually for the new ticket), only the change fee will be charged, or it will be treated as a voluntary refund.

 

(IV)  Voluntary change of carrier (endorsement)

1. Business class (J), premium economy class (G) and economy class (Y) ordinary fares and government procurement fares using J/G/Y class are allowed to be voluntarily endorsed, if the applicable fare of the new carrier is higher than the fare of SDA after the change, the change needs to be made up after the fare difference, and the change fee will be charged; If the applicable fare of the new carrier is lower than the fare of SDA after the change, it can be processed as a voluntary refund. If the change is handled in accordance with the voluntary change, the difference will not be refunded, and the change handling fee will be charged.

2. Tickets using C\D\Z\R business class discounted fares and other economy class discount fares are not allowed to be voluntarily endorsed; If the passenger applies for voluntary endorsement, it can be handled according to the voluntary refund. If the change is followed, the change must be made after making up the difference between the discounted fare and the business class/economy class ordinary fare of SDA Airlines, and the change fee will be charged.

3. When voluntarily endorsed, if the applicable fare of the new carrier after endorsement is higher than the fare of SDA, the fare difference shall be charged and the change handling fee will be charged.

 

(V) Voluntary change of itinerary

Voluntary refunds apply.

 

(VI) Rules for changing the round-trip unified fare

If the round-trip unified fare (Referring to a journey from one place to another and then returning to the original departure point, with the round-trip fare being less than twice the one-way fare) ticket is changed after part of the ticket is used, the change handling fee shall be calculated according to 1/2 of the round-trip unified fare; If there is a round-trip unified fare for the changed class, the fare difference is the difference of 1/2 of the round-trip unified fare; If there is no round-trip fare after the change, the fare difference is the difference between the one-way fare of the changed class and the 1/2 round-trip fare before the change.

 

(VII) Voluntary change handling fee standard

3) Between 4 hours (exclusive) and flight departure time: A 10% change fee applies to each change.

 

3. For RBD discounted fares of C/D/Z/R business classes:

1) Within 7 days (inclusive) before flight departure: No change fee will be charged within the validity period of the ticket.;

2) Between 7 days (exclusive) and 4 hours (inclusive) before flight departure: A 10% change fee applies to each change;

3) Between 4 hours (exclusive) and flight departure time: A 15% change fee applies to each change.

 

4. For RBD B/M/U economy discounted fare:

   1) 7 days (including) before the flight departure: No change fee will be charged within the validity period of the ticket.

   2) From more than 7 days before the flight departure to 48 hours before the flight departure (including): 10% change fee for each change.

   3) From less than 48 hours before the flight departure to 4 hours before the flight departure (including): 15% change fee for each change.

   4) From less than 4 hours before the flight departure to after the flight departure: 20% change fee for each change.

 

5. For RBD H/Q/V economy discounted fare:

   1) 7 days (including) before the flight departure: No change fee will be charged within the validity period of the ticket.

   2) From more than 7 days before the flight departure to 48 hours before the flight departure (including): 15% change fee for each change.

   3) From less than 48 hours before the flight departure to 4 hours before the flight departure (including): 25% change fee for each change.

   4) From less than 4 hours before the flight departure to after the flight departure: 35% change fee for each change.

 

6. For RBD W/S/ economy discounted fare:

   1) 7 days (including) before the flight departure: 5% change fee for each change.

   2) From more than 7 days before the flight departure to 48 hours before the flight departure (including): 20% change fee for each change.

   3) From less than 48 hours before the flight departure to 4 hours before the flight departure (including): 45% change fee for each change.

   4) From less than 4 hours before the flight departure to after the flight departure: 55% change fee for each change.

 

7. For RBD E advanced economy discounted fare:

   1) 7 days (including) before the flight departure: No change fee will be charged within the validity period of the ticket.

   2) From less than 7 days before the flight departure to 48 hours before the flight departure (including): 10% change fee for each change.

   3) From less than 48 hours before the flight departure to 4 hours before the flight departure (including): 15% change fee for each change.

   4) From less than 4 hours before the flight departure to after the flight departure: 20% change fee for each change.

 

8. For RBD T/L/P/N/K economy discounted fare:

   1) 7 days (including) before the flight departure: 5% change fee for each change.

   2) From less than 7 days before the flight departure to 48 hours before the flight departure (including): 30% change fee for each change.

   3) From less than 48 hours before the flight departure to 4 hours before the flight departure (including): 50% change fee for each change.

   4) From less than 4 hours before the flight departure to after the flight departure: 60% change fee for each change.

 

(VIII) Involuntary changes: No change handling fee. Due to reasons other than SDA, when changing carriers, the difference in fares and other government taxes and fuel surcharges (fees) shall be borne by the passenger.
